General Description:
The finance department is primarily responsible for producing accurate financial information in order to ensure that the hospital, as a publicly funded body, is both operating efficiently and utilising its substantial resources effectively.

The Finance Department’s main functions include:

• Overall financial management of the hospital.
• Provision of financial and management information on a periodic basis to the Chief Executive and to the Board of Management.
• Preparation of submissions for funding to outside agencies including the Eastern Area Health Authority and the Department of Health & Children.
• As the hospital operates a system of devolved budgets at divisional/ departmental level, Finance is actively involved in budget preparation and control in conjuction with divisional chairpersons, service and business managers. Budget review, control and reporting on a periodic basis.
• Provision of financial advice and information to support the planning, management and delivery of services.
• Effective management of the hospital's funding and cash flow.
• Accurate and timely payment of salaries and creditors.
• Accurate and timely billing and collection of customer receipts.
• Development of costing systems including casemix costing; activity based costing and other initiatives.
• Maintenance of financial controls within the department and the hospital.
• Value for money and efficiency initiatives.
• Participation in strategic planning and service development.
• Production of annual financial statements.
• Hospital Inpatient Enquiry (HIPE)

• Staff records including payroll advice notes, tax free allowance certificates and deduction mandates.
• National pay scales and statutory/voluntary payroll deduction returns.
• Creditors records
• Debtors records
• Tax Clearance Certificates
• Withholding Tax Deduction Details
• VAT Returns
• Bank Statements
• Expenditure and Budget Reports
• Cash Management Reports
• External Audit Reports
• Transactions with financial institutions
• Returns to the Department of Health and Children and the Eastern Regional Health Authority, HIPE returns.
