Ms. Edna Hoare – Acting Human Resources Manager

Description of Service
Reporting to the Chief Executive Officer, the Human Resources Department:

  • Advises strategically and operationally in relation to the management of the hospital's employee complement of 3,000 staff including medical, nursing, professions allied to medicine and support staff
  • Develops, implements and supports hospital policy on human resources
  • Provides specialist services to management and staff in relation to recruitment, industrial/employee relations and HR administration including remuneration and other terms and conditions of employment

The department is organised functionally around the services provided:

Recruitment
This section is responsible for:

  • Advertising of posts
  • Managing recruitment competitions
  • Appointment of successful candidates
  • Maintenance of competition files in accordance with hospital policy

Industrial/Employee Relations
This section is responsible for:

  • Advice and support to service delivery managers and units throughout the hospital
  • Compliance with local and national agreements in relation to industrial/employee relations matters
  • Conducting negotiations with trade unions
  • Representing the hospital at third party hearings and various national-level committees

HR Administration
This section is responsible for:

  • Implementation of hospital policy on terms and conditions of employment e.g.
    1. Remuneration
    2. Leave arrangements including sick leave, maternity leave, special leave and parental annual leave etc
    3. Superannuation
    4. Provision of an advisory service to department heads and employees regarding HR policies and procedures
    5. Maintenance of individual employee files and administration records

  • Local and national agreements and case records in relation to industrial/employee relations
  • Individual employee record files
  • General HR administration records
