Materials Management Department
Description of Service
The Materials Management Department is responsible for the procurement of goods in accordance with EU procurement directives, government guidelines and internal procedures. The responsibility for the function lies with the Purchasing and Materials Manager.
The role of the Materials Management department is to:
- Establish and maintain policies and procedures ensuring compliance with national and EU guidelines and regulations
- Employ best commercial practice in the procurement of the various categories of goods, equipment and services, so that the basic principle of lowest ultimate cost with minimum risk is applied to all purchasing decisions
- Develop and maintain appropriate stock management practices and procedures
- Provide a customer-orientated purchasing and supply service to users
- Engage in performance monitoring of all key elements of materials management including taking corrective action where appropriate
Services Provided:
- Sourcing supplies
- Development of specifications in conjunction with users and technical experts where appropriate
- Advertising contracts, issuing tenders and evaluation of tender returns in conjunction with relevant user groups
- Awarding of contracts
- Performance monitoring
- Provision of information on usage and expenditure to budget holders, and hospital management
- Maintenance of records relating to the materials management area
Records:
- Information relating to tenders, bid evaluation and contract award
- Information relating to expenditure by product category, by supplier and by department/discipline
- Copies of official purchase orders and goods requisitions
- Stock take records
